During this fast scanning activity, users have a low tolerance for searching through information[7]. We also know that information seekers can be biased against long documents [1]. It is hypothesised that all these factors contribute to users making incorrect judgements on document relevance. The literature also identifies “limited support for the idea that, when there was insufficient time to read all the text available, readers could effectively focus on the most important parts of the text” [2].

Readers appeared to use the left-hand ToC navigation more often than they entered a page number into the top navigation: 63 of 200 readers in our study apparently used the left-hand navigation while only 14 of 200 entered a specific page number in the top navigation section. The majority of readers viewed sequences of 3 or more consecutive pages at some stage during their interactions. Borrowers were more likely than browsers to look at more one sequence of 3 or more consecutive pages.
